Abstract

This research aimed to: (1) investigate the current and desirable states of teachers’ learning management competency in the 21st century; (2) develop and validate a program to enhance teachers’ learning management competency in the 21st century; (3) examine the effectiveness of the developed program by (3.1) comparing teachers’ learning management competency before and after participating in the program, (3.2) investigating teachers’ participation behaviors in the competency development process, (3.3) comparing students’ learning achievement before and after learning with teachers who participated in the program, and (3.4) examining students’ satisfaction with the learning management provided by teachers who completed the program; and (4) explore teachers’ opinions toward the developed program. The study was conducted in four phases: Phase 1 investigated the current and desirable states of teachers’ learning management competency in the 21st century; Phase 2 focused on the development and validation of the competency enhancement program; Phase 3 examined the implementation and effectiveness of the program; and Phase 4 evaluated teachers’ opinions regarding the program. The target group consisted of 19 teachers from Nonglek Suksa School who voluntarily participated in the program during the academic year 2025. The research instruments included questionnaires, interview forms, a teacher learning management competency assessment form, a behavioral observation form, a student satisfaction questionnaire, an achievement test, and a teacher opinion questionnaire. Data were analyzed using mean and standard deviation. The findings revealed that: (1) the overall current state of teachers’ learning management competency was at a high level (Mean = 3.84), while the overall desirable state was also at a high level (Mean = 4.52). (2) The developed program comprised five components: rationale, objectives, content and development activities, implementation procedures, and measurement and evaluation. The program employed the Professional Learning Community (PLC) approach through training workshops, mentoring, and study visits. The program was evaluated by experts and found to be highly appropriate. (3) Regarding the implementation of the program: (3.1) teachers’ learning management competency after participation was at a high level (Mean = 4.49); (3.2) teachers’ participation behaviors in competency development were at a high level overall (Mean = 4.48); (3.3) students taught by teachers who completed the program achieved significantly higher post-test scores than pre-test scores at the .05 level of statistical significance; and (3.4) students expressed a high level of satisfaction with the teachers’ learning management. (4) Overall, teachers’ opinions toward the competency enhancement program were at a high level (Mean = 4.47).
