Factors Contributing to Construction Delays in Road Infrastructure Projects A Case Study of Nonthaburi Provincial Administrative Organization

Abstract

            This research aims to (1) identify factors contributing to delays in road construction projects and (2) develop preventive strategies for addressing delays in road construction projects of Nonthaburi Provincial Administrative Organization. The study was motivated by findings that 66.67% of road construction projects experienced delays during fiscal years 2022-2024, significantly impacting project management and road users. The research employed a quantitative methodology, collecting data through questionnaires from 40 purposively selected participants, comprising 20 employer representatives (government officials) and 20 contractor representatives (private sector). The questionnaire utilized a 5-point Likert scale, validated for content validity and demonstrated high reliability with Cronbach's alpha coefficient of 0.982. Data analysis was conducted using descriptive statistics. Results revealed that all six factor categories exhibited moderate impact levels. Other construction factors demonstrated the highest mean impact (3.08), followed by personnel factors (2.90), machinery factors (2.86), construction methodology factors (2.84), financial factors (2.77), and materials and equipment factors (2.63). The most critical sub-factors included inappropriate work time planning (3.48), low-skilled workforce efficiency requiring frequent rework (3.47), design modifications during construction (3.40), and obstructions from existing structures and utility infrastructure (3.40). The study proposes comprehensive preventive strategies encompassing workforce skill development, disbursement system improvements, efficient project planning, and enhanced community participation. The research findings provide practical insights for improving road construction project management efficiency in local government organizations, contributing to better infrastructure delivery and reduced project delays.
